the repeated reference to the "Rules and Regulations aforesaid" that the "Penalties and Powers" of Sections 19 and 20 of the Ordinance apply only whilst some such Rules or Regulations are in force.
Since, in the absence of my such Rules, which is the case at present, there can be nothing on which the penalties and powers referred to can operate. Therefore they must be dormant till revived by the issue of fresh Regulations.
